Mandate, Mission and Vision

Mandate

The Department of Agriculture and Fisheries is the agency of the Autonomous Regional Government, responsible for the promotion of agricultural development by providing the policy framework, public investments, and support services needed for domestic and export-oriented business enterprises.

In the fulfillment of this mandate, it shall be the primary concern of the department to improve farm income and generate work opportunities for farmers, fishermen and other rural workers. It shall encourage people’s participation in agricultural development through sectoral representation in agricultural policy-making bodies so that the policies, plans and programs of the Department are formulated and executed to satisfy their needs.

It shall also use a bottom-up self reliant farm system approach that will emphasize social justice, equity, productivity and sustainability in the use of agricultural resources.

Agency Thrust/Goals/Objectives

GOALS

To carry out its mandate and mission, the department’s goal is to help small farming/fishing communities move from their current subsistence level to a state in which they are able to undertake and sustain profitable enterprise on their own, thereby uplifting the quality of their lives to a status at fair with other region where the people live in harmony and contentment. Thus contributing more toward regional development, stability and peace and order i.e. realization of the ARMM 2006

OBJECTIVES

  1. To provide goods and services which support and facilitate the effort of small farming and fishing families to attain sustainable productivity and increase real income;
  2. To advocate an economic environment which will increased incentives for agricultural/fishery enterprise;
  3. To promote the efficient allocation and effective utilization of agri-fishery resources, consistent with the principle of equitable and sustainable development;
  4. To help direct more public investment to hasten the provision of needed infrastructure and services supportive of agro-industrialization of the countryside.

THRUST

  1. Strengthen production and marketing system
  2. Institutionalization of farmers and fishermen association and other farm based organization
  3. Strengthen production and marketing system
  4. Establish and rehabilitate basic infrastructure and services in the key production area.
